I feel Negan is worse match up against Asuka (but probably this is another topic). If I face Shaheen or Negan, I always expect a loss unless the player is new or not familiar with character match up. But compare to Shaheen I feel less threatened when facing him. Though in fairness, he is open to tooth fairy most of the time, but I need distance. And even counter is hard to pull off sometimes due to speed and mid low mix ups. Well if I face him I always expect pressure, you know, the time when he attacks me rapidly that I can barely see an opening, especially when near the wall. This works for all pressure chars, Steve, Anna, nina, Hwo, Kazumi etc. Keep distance and when you are going in go with initiative - in defence try to backdash between attacks too (but keep up defence) or SS if you know when - but backdash is the minimum. Not that this kind of turtling works on any char but chars with good mixups show deficiency of this defence fastest.
Certainly don't turtle by standing right in front of him and just holding back :)
